Talent Acquisition Specialist

RFA is seeking a skilled recruitment professional to source exceptional candidates to support its Congressionally-mandated mission to deliver high-quality, uncensored domestic journalism to countries in Asia that lack press freedoms. This role requires the ability to identify and attract highly-qualified candidates for a diverse range of roles, many that require uncommon combinations of language and journalism skills.  

Responsibilities Include:

  • Working with hiring managers to develop detailed and accurate job descriptions, requirements, selection criteria, and hiring profiles for vacant positions.
  • Generating a pool of qualified candidates by publicizing vacancy announcements, including identifying appropriate and cost-effective recruitment venues, posting job ads, and ensuring ads remain active and optimized for as long as needed.
  • Managing hiring processes via electronic Applicant Tracking System.
  • Evaluating applications and screening candidates via phone/email/video call; facilitating pre-interview assessments; and selecting qualified candidates for referral to hiring managers.
  • Managing the interview process, including scheduling interviews, coaching and guiding hiring committees on conducting interviews, overseeing preparation of interview questions, and vetting selection assessments and other hiring and selection materials.
  • Conducting and/or participating in interviews with hiring managers and other stakeholders, as needed.
  • Conducting candidate reference checks and managing background check processes.
  • Managing the offer process, including collaborating with hiring managers on hiring recommendations, identifying and recommending salary amounts and other offer particulars, composing offer letters, issuing offers, coordinating start dates, and handling other pertinent details.
  • Ensuring compliance with federal, state, and local employment laws and regulations, and company policies as pertains to recruitment and hiring.
  • Attending and participating in job fairs and recruiting sessions.
  • Documenting processes and fostering good relationships with potential candidates and past applicants.
  • Developing hiring strategies and procedures in line with industry trends, as well as keeping informed of advancements in the field.
  • Performing other duties as assigned.

Qualifications:

Education and Experience:

  • Bachelor's degree in Human Resources or related field, or equivalent work experience, required.
  • Minimum three years’ experience managing all phases of the recruitment and hiring process.
  • SHRM-CP or SHRM-SCP preferred.
  • SHRMs Talent Acquisition Specialty Credential a plus.

Required Skills and Abilities:

  • Excellent verbal and written communication skills.
  • Fluency in written and verbal English required; proficiency in one or more of RFA’s broadcast languages a plus.
  • Excellent interpersonal skills with good negotiation tactics.
  • Ability to liaise with internal departments and develop hiring strategies and profiles for a variety of roles.
  • Proficiency in use of Applicant Tracking Systems, experience with Deltek Talent Acquisition Module preferred.
  • Advanced knowledge of effective hiring platforms that attract suitable applicants.
  • Exceptional ability to screen candidates, compile shortlists and interview candidates.
  • Experience in creating awareness of RFA’s employer brand and establishing professional relationships with candidates.
  • Proficiency in documenting processes and keeping up with industry trends.
  • Proactive and independent with the ability to take initiative.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.
  • Proficient with Microsoft Office Suite or related software.
