Radio Free Asia (RFA) is currently seeking a professional experienced in budgeting and financial analysis to serve as a Budget Analyst and support the execution of RFA’s financial and budget priorities.  As a member of RFA’s Finance Department and reporting to Budget Director, this role is critical to RFA’s ability to provide transparent and insightful financial information to the departments throughout RFA. The role of Budget Analyst also works closely with RFA’s Chief Financial Officer and the Chief Operating Officer.

Responsibilities Include

  • Assists the Budget Director and CFO in producing the organization’s annual budget;
  • Works closely with the department heads in the development of their departmental budgets;
  • Generates monthly department financial reports, analyzes those reports and assists department heads in identifying necessary next steps to help the department remain on budget;
  • Prepares reports as requested by RFA’s government funding agency, the US Agency for Global Media;
  • Prepares contracts for regular consultants, stringers, editorial consultants, contributors, and video producers;
  • Reviews and approves travel authorizations, purchase order requisitions, and requests for contract services;
  • Ensures compliance with OMB circulars and other Federal regulations;
  • Provides input to the CFO and Accounting Manager on improving RFA’s accounting systems;
  • Serves as a member of RFA’s VEBA Committee; and
  • Performs other duties as assigned.

Qualifications

  • Bachelor’s degree in relevant field such as Business/Public Administration;
  • Minimum of five (5) years relevant experience in budgeting and financial analysis;
  • Knowledge of the Federal budgeting process gained from extensive hands-on experience;
  • Understanding of Federal contracting requirements and non-profit accounting;
  • Excellent communication skills, both written and verbal;
  • Excellent interpersonal skills and the ability to work in a diverse environment;
  • Ability to exercise high level of discretion and confidentiality and the ability to demonstrate excellent judgment in the interpretation and application of RFA’s policies, objectives, and guidelines; and
  • Strong computer skills, including proficiency in MS Office Suite and accounting software (RFA currently uses Deltek Costpoint).
